Hong Kong PAR Information for Residents of Taiwan

Pre-Arrival Registration (PAR) for Hong Kong is an electronic travel authorization system that allows certain residents of Taiwan to enter the Hong Kong Special Administrative Region (HKSAR).

Each PAR is valid for 2 months, starting from the date of approval. It grants the holder 2 entries to Hong Kong, for a maximum stay of 30 days each time.

Nationals of Taiwan, also known as the Republic of China (ROC), may visit the HKSAR with a PAR if they meet certain requirements.

A Hong Kong Pre-Arrival Registration for Taiwan Residents can be completed via an online form, which is quick and simple to fill out.

An approved PAR is sent to the applicant via email.

Taiwanese nationals who are not residents of Taiwan or do not have right of abode must instead visit a Chinese diplomatic mission or Hong Kong embassy in another country to apply for a passport-like Chinese Travel Document and an HKSAR Entry Permit.

HKSAR Pre-Arrival Registration Requirements for Taiwan Residents

Taiwanese nationals may apply online for a PAR for Hong Kong if they meet the following criteria:

  • The visitor was born in Taiwan, has right of abode in Taiwan, or has previously been allowed to enter the HKSAR as a resident of Taiwan.
  • The visitor’s only passport was issued by Taiwan

Taiwanese citizens must not be in possession of any travel documents issued by other sovereign states in order to obtain the PAR.

The only exceptions to this are the “Mainland Travel Permit for Taiwan Residents” issued by the People’s Republic of China (PRC) and the Entry Permit issued by the Immigration Department of the HKSAR.

Once the applicant receives the approved PAR by email, they should print off the approved Pre-arrival Registration Notification Slip on a blank sheet of A4 paper.

This slip is required when boarding a flight to Hong Kong and must be presented to a Hong Kong border control official upon arrival in the HKSAR.

The Hong Kong PAR permits the holder to visit the HKSAR for a maximum of 30 days with each entry. It is valid for 2 entries.

  • What is the difference between the Hong Kong PAR and a Hong Kong visa?

The Hong Kong PAR is an electronic registration for Taiwan nationals with residence or right of abode in Taiwan.

A Hong Kong visa is a document that travelers from a number of countries need to enter the Special Administrative Region for longer stays. Visitors from many countries, including the US, Canada, and most European countries may visit Hong Kong for a certain period of time visa-free, but will require a visa for Hong Kong for longer stays.

  • Who can visit Hong Kong with Pre-Arrival Registration?

Only nationals of 2 countries can apply for a PAR for Hong Kong:

    • Taiwan
    • India

Only Taiwanese nationals who are residents or have right of abode in Taiwan, or who have previously visited Hong Kong as residents of Taiwan are eligible to apply, providing their travel documents are issued by Taiwan.

Taiwanese nationals who were born outside Taiwan and have never registered as residents there cannot apply for the PAR for Hong Kong.

If the traveler has a passport or any other travel document issued by another country, they are ineligible for the Hong Kong PAR, except those holding a:

    • “Mainland Travel Permit for Taiwan Residents” issued by the People’s Republic of China (PRC)
    • Entry Permit issued by the Immigration Department of the HKSAR
  • Can I obtain my Hong Kong PAR online?

Yes, the Pre-Arrival Registration for the HKSAR can only be obtained via the internet. The applicant must complete an online form, submitting some basic information about themselves and their travel documents.

When completing the online registration form for the Hong Kong PAR, the ROC national must have the following documents:

    • Name in Chinese and English
    • Alias in Chinese and English (if applicable)
    • Sex
    • Date of birth
    • Place of birth
    • Taiwan identity card number

All information submitted must be correct and consistent with the data on the applicant’s Taiwan travel documents.

A Pre-Arrival Registration may be rejected if the information contains errors or inconsistencies.

Taiwan residents should check all their answers carefully for typos and errors before submitting their PAR application.

  • Do I need to print a copy of the Hong Kong PAR?

Yes, each traveler must print off a copy of the approved Notification Slip for Pre-arrival Registration for Taiwan Residents on a plain sheet of A4 paper. They must take the copy with them when they travel to the Hong Kong Special Administrative Region and present it both when boarding the flight and when crossing the border to enter Hong Kong.

  • What should I do if I make a mistake on my Pre-Arrival Registration for Hong Kong?

Small mistakes, such as typos, are the most common reason why online travel applications, such as the PAR, are delayed or denied. It is essential to take care when completing the online Pre-Arrival Registration form for Hong Kong and to double-check the answers before submitting the application.

In the event that the HKSAR PAR application is rejected, the traveler may reapply.

  • How long will my Hong Kong PAR take to process?

Hong Kong PAR applications are generally processed rapidly. It may take up to 3 business days to process an application. However, PAR applications are often processed and approved on the same day.

  • Do I need the PAR for Hong Hong if I already have a Mainland Travel Permit?

No, the Mainland Travel Permit permits ROC nationals to visit both mainland China and the HKSAR. Travelers who hold a Mainland Travel Permit may use this instead of getting a PAR.

Only ROC nationals with right of abode in Taiwan may apply for the Mainland Travel Permit. It allows them to stay in Hong Kong for up to 30 days.

  • What should I do if I lose my PAR notification slip?

If the Notification Slip for Pre-arrival Registration for Taiwan Residents is lost, stolen, damaged, or printed in a manner that does not meet acceptable standards, they must reprint the PAR notification slip themselves and present it at Hong Kong immigration clearance.

  • Can I extend my PAR for Hong Kong?

    The PAR expires after either:

    • 2 months have elapsed since registration
    • The holder has made 2 journeys to the HKSAR

Once either or both of these have occurred, the Taiwanese traveler may re-register using the online service.

  • How can I verify the status of my Hong Kong PAR application?

After completing the online registration process, notifications and updates on the progress of the Hong Kong PAR application are sent by email to the Taiwanese applicant.
